Output Additionality of Public Support for Innovation: Evidence for Irish Manufacturing Plants

چکیده
Public support for private R&D and innovation is part of most national and regional innovation support regimes. In this paper we estimate the effect of public innovation support on innovation outputs in Ireland and Northern Ireland. Three dimensions of output additionality are considered: extensive additionality, in which public support encourages a larger proportion of the population of firms to innovate; improved product additionality in which there is an increase in the average importance of incremental innovation; and, new product additionality in which there is an increase in the average importance of more radical innovation. Using an instrumental variables approach, our results are generally positive, with public support for innovation having positive, and generally significant, extensive, improved and new product additionality effects. These results hold both for all plants and indigenously-owned plants, a specific target of policy in both jurisdictions. The suggestion is that grant-aid to firms can be effective in both encouraging firms to initiate new innovation and improve the quality and sophistication of their innovation activity. Our results also emphasise the importance for innovation of in-house R&D, supply-chain linkages, skill levels, and capital investment all of which may be the focus of complementary policy initiatives.

Location and Network Effects on Innovation Success: Evidence for Uk, German and Irish Manufacturing Plants
Recent developments in the new economic geography and the literature on regional innovation systems have emphasised the potentially important role of networking and the characteristics of firms’ local operating environment in shaping their innovative activity. The purpose of this paper is to assess the extent to which the presence of positive externalities associated with public sector financial assistance to individual firms distorts standard methodologies designed to estimate the level of additionality. These positive externalities may include collaboration and international networking opportunities, information transfer, the freeing up of internal...
متن کاملLeadership for Innovation in Healthcare: An Exploration
Although leadership has been studied extensively, most research has focused on the political and military spheres. More recent work has also examined the role of leadership in sectors such as manufacturing and technology, both areas where it is essential to encourage and nurture innovation. Yet, in the health sector, where innovation is now high on the policy agenda in many countries, there is ...
متن کاملMeasuring the Effects of Public Support Schemes on Firms' Innovation Activities Survey Evidence from Austria
This paper discusses conceptual frameworks for measuring the effects of innovation policy and begins with applying conventional descriptive methods to explore how firms rate and rank the merits of public intervention. Based on survey data from some 1200 Austrian firms we then challenge the hypothetical survey question (“What would you have done if public support was denied?”) by comparing the r...
متن کاملHall-Roeger Tests of Market Power in Irish Manufacturing Industries
The Hall-Roeger methodology for the testing of market power is applied to Irish manufacturing industries for the period 1991-1999. The paper adapts their methodology to permit discrimination between input and output-price-based sources of market power. The empirical results do not indicate much evidence of significant imperfect competition in output markets but the results do point to evidence ...
